The primary purpose of this book is to present quantitative forecasting of the mid-term probability of large earthquakes both globally and over various regions of the world.? The author used the novel seismic activity regression formula to calculate the probability of an earthquake, in the global and major seismic zones, with any given magnitude at any given time since the most recent earthquake of the same magnitude. This book is the author's 50+ years accumulation of achievements in researching and teaching geophysics and seismology for mitigation of earthquake disasters. 珊珊不影響台灣 各地仍需防高溫
【台灣醒報記者實習記者王淯意台北報導】「『珊珊』颱風不會對台灣造成任何影響，目前在台北東方2600公里海面上，朝日本東南方前進。」中央氣象局預報員程川芳5日受訪時表示，至7號為止，天氣以晴朗高溫為主，各地高溫可達到33至35度，午後雷陣雨影響範圍廣、時間長。氣象專家吳德榮5日在「老大洩天機」專欄表示，「珊珊」不排除直接侵襲日本、或僅從日本東方海面通過，8日之後，民眾若有赴日的行程，應注意此颱風的動態。
受天氣高溫炎熱影響，5日中午前後盆地、縱谷及近山區局部地區為高溫橙色或黃色燈號，有連續出現36度高溫的機率。程川芳表示，7日之前，全台天氣穩定，北部、宜蘭、花蓮局部地區需嚴防高溫；8日之後，南部、東南部地區受到低壓帶雲系影響，帶來降雨，溫度稍微下降，若無降雨，溫度仍會達33至34度。
「苗栗、台中地區因陸風環流，激發對流產生降水回波，帶來局部短暫性雷雨，雨勢不小」。吳得榮提醒，大氣仍不穩定，午後山區有強對流發展，平地也將受影響。6日清晨西部沿海仍有零星、局部降雨的機率。7至11日，水氣減少，各地晴朗炎熱，午後山區有局部短暫雷陣雨的機率。
吳德榮在「老大洩天機」專欄中表示，「珊珊」颱風沿著太平洋高壓，向北北西，朝日本方向前進；與4日清晨的預測路徑類似、但略向西修；有侵襲日本的可能性，民眾若有赴日的行程，應注意珊珊颱風的動態。氣象局也提醒，慎防熱傷害，應避免非必要的戶外活動，並注意防曬、多補充水份。
